C’était ce jeudi 10 septembre 2020, qu’à eu lieu une réunion de sécurité, à l’hôtel de ville de Kinshasa, entre le Gouverneur de la ville de Kinshasa, Gentiny Ngobila Mbaka et le commissaire provincial de la police de la ville de Kinshasa, le Général Sylvano Kasongo, ainsi que quelques ministres provinciaux.
Le phénomène de kidnapping des filles, mamans et jeunes hommes et l’insécurité croissante dans la ville de Kinshasa étaient au centre de cette réunion.
À l’issue de cette réunion, une proposition a été faite par Gentiny Ngobila, celle de mettre en place une mission mixte pour gérer la lutte contre le phénomène kidnapping et l’insécurité qui ne cessent de croître à Kinshasa.
En effet, cette commission sera mise sur pied dès ce vendredi 11 septembre 2020, sous la supervision des ministres provinciaux de l’Intérieur, de Transports avec la participation de la police nationale congolaise et les experts de l’autorité des régulations de télécommunication et Postes -ARTP. Le REDOC de la ville de Kinshasa, le Directeur de la DGM ainsi que d’autres services.
Le Commissaire provincial de la police ville de Kinshasa, le Général Sylvano Kasongo a évoqué au cours de cette réunion, l’expérience de la ville de Goma au Nord Kivu en matière de kidnapping et insécurité en proposant une mise en place d’un service Call Center.
Quant au Ministre provincial de l’intérieur, Sam Leka, le procureur de la Cour d’appel de Matete souhaite qu’il soit désormais informé de toutes les opérations de transfert des prévenus pour le suivi. Il s’est également engagé de collaborer avec la police pour l’élaboration d’un bon dossier judiciaire.
Pour rappel, l’Association Congolaise pour l’Accès à la Justice (ACAJ), avait demandé au Gouvernement congolais de protéger les femmes et les jeunes filles contre ce phénomène. Un numéro de téléphone a été disponibilisé auprès des services de sécurité pour que les victimes puissent dénoncer ces kidnappeurs: +243 84 700 37 93.
